RESH ROAD SOLAR 2 LLC’S APPLICATION FOR A CERTIFICATE OF PUBLIC CONVENEINCE AND NECESSITY TO CONSTRUCT A 4.25 MW SOLAR PHOTOVOLTAIC GENERATING FACILITY IN WASHINGTON COUNTY, MARYLAND, CASE NO. 9831

NOTICE OF PRE-HEARING CONFERENCE

A pre-hearing conference in the above-entitled matter is scheduled for Friday, February 20, 2026, at 9:30 a.m. via virtual platform. The pre-hearing conference concerns Resh Road Solar 2 LLC’s application for a certificate of public convenience and necessity to construct a 4.25 MW solar photovoltaic generating facility in Washington County, Maryland.

The pre-hearing conference will be held virtually and streamed live for viewing only via the PULJ Division’s YouTube Channel, https://bit.ly/2X6wLiP. At the pre-hearing conference, any preliminary matters, including the consideration of any petitions to intervene and the establishment of a procedural schedule, will be discussed.

Petitions to intervene must be filed on or before Wednesday, February 18, 2026, and may be filed electronically through the Commission’s website at www.psc.state.md.us or sent by first-class mail to the Commission’s Executive Secretary, Andrew S. Johnston, 6 St. Paul Street, Baltimore, Maryland 21202-6806, referencing Case No. 9831. HOPEWELL RANCH SOLAR 1, LLC’S APPLICATION FOR A CERTIFICATE OF PUBLIC CONVENIENCE AND NECESSITY TO CONSTRUCT A 2.5 MW SOLAR PHOTOVOLTAIC GENERATING FACILITY IN HARFORD COUNTY, MARYLAND, CASE NO. 9811

NOTICE OF INITIAL PUBLIC COMMENT HEARING

An initial public comment hearing in the above-entitled matter is scheduled for THURSDAY, FEBRUARY 19, 2026, at 6:30 p.m., via virtual platform, concerning HOPEWELL RANCH SOLAR 1, LLC’s application for a certificate of public convenience and necessity to construct a 2.5 MW solar photovoltaic generating facility in HARFORD County, Maryland. The proposed Project is to be constructed on approximately 11.5 acres of a 35-acre property located at 127 HOPEWELL ROAD, CHURCHVILLE, Maryland described by Tax Map 0043, Grid 001D, Parcel 0249.

The initial public comment hearing will be held virtually, beginNING with a presentation by the Applicant, followed by brief statements by the Department of Natural Resources, Power Plant Research Program (“PPRP”); and the Technical Staff of the Public Service Commission of Maryland (“Staff”) as to their respective roles in the case.

Under the “Featured Topics” section on the right side of the website, take the following steps: click on Public Comment Hearing Signup; click on Case No. 9811; click on FEBRUARY 19, 2026; select 6:30 p.m. and click on “next”; and enter your name and email address and click “Schedule Event.” You will receive a zoom link for the meeting once you have completed the sign-up process. Otherwise, a recording will be available on the Public Utility Law Judge Division’s YouTube Channel: https://www.youtube.com/channel/UCYK5mu0UMAUOqSQowRq2TIQ/.

Written comments on the proposed Project may be submitted ON OR BEFORE JULY 20, 2026,  electronically or by first-class mail. Comments submitted electronically must be submitted through the Commission’s Public Comment Dropbox, which can be accessed through the Commission’s website at www.psc.state.md.us. Instructions for logging into the Public Comment Dropbox are located under the “Tools” section of the Commission’s website under the “Make a Public Comment” tab, which can be accessed via the following link: https://www.psc.state.md.us/make-a-publiccomment/. Commenters utilizing the Public Comment Dropbox are required to complete a one-time registration. All comments must include a reference to Case No. 9811.
